Program Manager

Position Summary
Serves as the senior-level program lead advising the IWC Director and Deputy Director/Chief of Staff. Oversees all support activities, manages schedules, deliverables, team integration, and supports strategic development and engagements. Ensures program alignment with IWC mission and DoD objectives, oversees risk management, and leads multidisciplinary teams to achieve operational success.

Primary Duties & Responsibilities
  • Advise IWC leadership and serve as single point of contact for contract activities.
  • Develop project plans, manage tasks, and monitor progress.
  • Support strategic initiatives and external engagements.
  • Provide oversight on deliverables, financial status, and transition plans.
  • Coordinate with senior leaders and facilitate integration across projects.
  • Ensure alignment of program objectives with IWC’s strategic vision and Department of Defense priorities.
  • Oversee risk management activities, including identification, analysis, and mitigation of project risks.
  • Lead multidisciplinary teams, fostering collaboration across technical, academic, operational, and administrative functions.
  • Manage stakeholder relationships, including liaison with senior military officials, interagency representatives, and international partners.
  • Oversee the development and submission of all required reports, including quality control plans, financial reports, and compliance documentation.
  • Maintain program compliance with federal acquisition regulations, security requirements, and contractual obligations.
  • Coordinate resource allocation, including budgeting, staffing, and scheduling, to meet project milestones and deliverables.
  • Support recruitment, onboarding, and continuous professional development of project staff.
Minimum Qualifications
  • Master’s in National Security, International Relations, or Business (or 20 years of relevant experience).
  • 10 years of program management experience supporting USG international programs.
  • 10 years of special operations experience.
  • A current PMP.
  • Demonstrated ability to lead large-scale, complex programs within the Department of Defense or similar government environments.
  • Proven expertise in irregular warfare concepts, special operations, and interagency coordination.
  • Strong analytical and decision-making skills with ability to manage multiple concurrent projects.
  • Excellent written and oral communication skills, including delivering briefings and reports to senior leadership.
  • Experience with international program coordination and cross-cultural engagements is highly desirable.
Additional Certifications
DAWIA Program Management Certification (Level III), or equivalent defense acquisition certifications and/or
Certified ScrumMaster (CSM) or similar Agile project management certification (Preferred).
