Instructional Systems Designer (ISD)

Overview
DarkStar Intelligence is seeking a highly capable and collaborative Instructional Systems Designer (ISD) to support curriculum development efforts in Honolulu, Hawaii. This role is critical to designing and producing instructional content in support of JIOC and USINDOPACOM mission areas and priorities. The ISD will work closely with PDP facilitators, subject matter experts (SMEs), and functional stakeholders to ensure training materials align with adult learning principles and meet COE accreditation standards. This position operates in an on-site, SCIF-based environment. U.S. citizenship is required.
Key Responsibilities
- Collaborate with PDP facilitators and SMEs to design and develop lesson plans, learning objectives, course materials, and assessments
- Apply instructional design best practices using the ADDIE model and other industry-standard methodologies
- Develop synchronous and asynchronous content across multiple modalities including classroom, distributed/distance learning, and web/computer-based instruction
- Lead and support instructional design projects to ensure courseware is delivered on schedule and meets program objectives
- Create and update instructional materials such as course design documents, instructor and student guides, syllabi, practical exercises, and evaluation instruments
- Ensure instructional materials reflect current adult learning standards, are scalable across delivery platforms, and adhere to COE accreditation requirements
- Active TS/SCI security clearance
- Counterintelligence Polygraph Preferred
- Bachelor’s degree or higher in education or a related learning field that meets OPM standards for the Instructional Systems job series (1750)
- Degree must include or be supplemented by at least 24 semester hours of coursework appropriate to instructional systems design, including study in at least four of the following five areas:
- Learning theory, psychology of learning, or educational psychology
- Instructional design practices
- Educational evaluation
- Instructional product development
- Computers in education and training
- Minimum 5 years of DoD, military, or federal experience within the training or education field.
- 10+ years of DoD or military experience in training or education, including assignments within the INDOPACOM Area of Responsibility
- Industry-relevant IT, security, or vendor certifications related to human performance, instructional design, or adult learning.
