Position Summary

DarkStar Intelligence is seeking a highly skilled Data Task Lead - SME to support a federal government client in Bethesda, MD or McLean, VA. This full-time, on-site role requires a TS/SCI CI Poly clearance.

Primary Duties & Responsibilities:

  • Responsible for the performance and execution of data management projects and activities.  These include but are not limited to data visualizations, data analytics, system engineering work to include workflows, data architectures, data modeling, development of CONOPS and data reference architectures.
  • Responsible for the performance and execution of the Narsil Tools Team.
  • Directs and supervises all support resources for the performance of project assignments and activities.
  • Also responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading relatively small proposals or assisting with major proposals.
  • Primary interface for Task activities with contract management, all end users, computer services, and client relations.
  • Conducts project meetings and is responsible for defining project scope and objectives through detailed work plans, schedules, project estimates, resource plans, and status reports to enable desired outcomes.
  • Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.
  • Participates in driving initiatives for achieving established objectives.
  • May serve as the primary or assistant technical and management interface for the company, customer, and senior staff.
  • Provides management services including general administrative oversight, time accounting, financial tracking, cost projection, inventory management, personnel evaluation, and support.
  • Responsible for the preparation of and accountability for all task deliverables and services, providing high quality products and services per established deadlines and customer expectations.
  • Prepares and approves Standard Operating Procedures, Protocols, and other technical documentation.
  • Provides supervision and oversight of assigned personnel to nurture a high performing team. Completes performance management duties
  • Provides Task-level management to build cohesion, foster positive morale, and create a high performing team to deliver services recognized by the customer as high value for mission accomplishment.
  • Collaborates with customer points of contact, the Service Delivery Manager, and Customer Advocates to identify customer requirements and develop strategies to fulfil those requirements.
  • Coordinates with the Program Operations Manager and Program Management Office staff to fulfill and maintain staffing requirements. Updates the staffing forecast each month to provide optimal resource allocation and uninterrupted service delivery.
  • Formally presents information to customers, stakeholders, and management during recurring briefings and report submissions, to communicate work accomplishments or issues of concern in terms of mission impact, value creation, and recommended mitigation strategies. 
Minimum Qualifications
  • Requires BA/BS with 12+ years of experience and at least 6 years of management level responsibility.
  • Requires Active TS/SCI clearance with Polygraph.
  • Experience with data, data architecture and data visualization required
  • Experience working with data interoperability issues
  • Program management experience in the IC. 
  • Outstanding verbal and written communication skills
  • Proven staffing experience
  • Demonstrated ability to communicate and collaborate between multiple stakeholders
  • Excellent leadership and problem-solving skills
Desired 
  • Program management experience in the IC
  • Experience briefing senior leadership on the status of projects
  • Experience as a PM on award fee contracts 
  • Demonstrated ability to communicate and collaborate between multiple stakeholders
  • Proven experience in measuring and delivering quality, and in implementing process improvement initiatives.

Salary Range
$160,000 - 175,000 per year
This pay range is a general guideline and not a guarantee of specific compensation or salary. When extending an offer, DarkStar Intelligence considers various factors, including (but not limited to) the job's responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity, market data alignment, applicable bargaining agreements (if any), and other relevant laws.
