Position Summary
The SME Functional Lead will oversee developing and delivering training in geospatial analytic tradecraft, methodologies, and technology for the Geospatial Analysis Learning Branch (HDNGA). This role focuses on areas such as Geospatial Information Systems (GIS), Activity-Based Intelligence (ABI), and Signals Intelligence (SIGINT) applied to Geospatial Intelligence (GEOINT). The SME will provide expert guidance in instructor-led and mobile training formats, manage a team of instructors, and travel to support global training missions.

Note: this position is contingent upon contract award.

Primary Duties and Responsibilities:
  • Lead the development, coordination, and delivery of geospatial analysis, ABI, SIGINT, and multi-int training programs for NGA and IC stakeholders.
  • Manage a team of instructors, ensuring content quality and alignment with evolving tradecraft and technology standards.
  • Oversee Mobile Training Teams (MTTs), including travel forecasting and logistics management to various CONUS and OCONUS sites.
  • Deliver in-person and virtual training courses, ensuring instruction meets government standards.
  • Collaborate with government officials to identify training needs and customize course content to meet operational requirements.
  • Develop and maintain a travel and expenditure tracker, reporting status in monthly PMR meetings.
  • Stay current with geospatial analysis trends, tools, and methodologies to ensure up-to-date training materials.
Minimum Qualifications
  • Current TS/SCI Clearance
  • Counterintelligence Polygraph (Preferred)
  • National Geospatial-Intelligence College (NGC) Instructor Certification (Preferred)
  • Bachelor’s or Master’s degree in geospatial analysis, geography, or a related field.
  • 10+ years of experience in geospatial analysis, ABI, and SIGINT within NGA, DoD, or the Intelligence Community (IC).
  • Expertise with Esri’s ArcGIS Pro suite, geospatial data manipulation, geodatabase creation, and automation tools like Python scripting.
  • Experience with SIGINT for GEOINT integration and the use of NSA tools for data analysis.
  • Proven leadership in developing and delivering technical training programs.
  • Ability to manage travel logistics for large-scale training initiatives.
