Overview
DarkStar Intelligence is seeking a highly skilled and mission-driven Project Manager to lead and oversee a complex Task Order supporting Counterproliferation Investigations for Homeland Security Investigations (HSI). This role requires proven leadership in intelligence operations, open-source analysis, data analytics integration, and program execution within a joint interagency environment. The ideal candidate will bring extensive experience in managing technical teams, driving investigative outcomes, and ensuring contract compliance in support of national security objectives.


Key Responsibilities
  • Direct all aspects of Task Order execution, including planning, organizing, staffing, and reporting.
  • Ensure alignment with Government objectives, contract terms, and performance metrics.
  • Lead multidisciplinary teams and coordinate with Senior Business Analysts, Data Scientists, and Government stakeholders.
  • Oversee deliverables, performance reporting, risk mitigation, and schedule adherence.
  • Conduct regular reviews and progress meetings with the COR and Program POC.
  • Ensure contractor activities remain compliant with evolving technical and mission requirements.
  • Support open-source intelligence (OSINT) analysis to drive investigative outcomes.
  • Guide the development and application of data science methodologies including: Logistic regression, Clustering algorithmsPattern recognitionSocial media exploitationData mining and dark web scraping. 
  • Supervise the design and maintenance of data ingest and ETL solutions.
  • Develop and implement analytics tools to generate higher-quality leads for field agents.
  • Identify and close intelligence gaps through actionable insights and improved access to data.
  • Produce data visualizations to inform HSI leadership and operational decision-making.
  • Partner with ICE OCIO and HSI OTCD to leverage existing data lakes and warehouses.
  • Coordinate with agency IT offices to streamline and secure data access.
  • Recommend additional tools and platforms to enhance analytic capabilities and address operational needs.
  • Ensure strict adherence to protocols for handling Law Enforcement Sensitive (LES) data.
  • Safeguard the integrity and confidentiality of all collected and processed data.
  • Attend regular and ad-hoc progress meetings in person or via teleconference.
  • Submit monthly performance deliverables.
  • Maintain continuous communication to address technical issues and provide updates.
Minimum Qualifications
  • Active Public Trust clearance.
  • A minimum of five (5) years of experience planning, coordinating, identifying deliverables, and implementing projects in accordance with U.S. Government specifications.
  • At least five (5) years of experience supporting U.S. federal intelligence operations.
  • A minimum of five (5) years of direct law enforcement experience.
  • At least five (5) years of experience managing operations within a Joint Interagency environment.
  • A minimum of five (5) years of experience providing open-source intelligence (OSINT) data support, including processing, exploitation, and dissemination (PED) of collected data, as well as conducting follow-up research.
  • At least five (5) years of experience in data mining and web scraping from both open and dark web sources, including execution of Extract, Transform, Load (ETL) processes.
  • A minimum of five (5) years of experience conducting social media exploitation, trend development, illicit network analysis, and identification of concealed or non-obvious associations.
  • At least five (5) years of experience in advanced data analysis, including trend analysis, link analysis, and association discovery.
  • A minimum of five (5) years of experience implementing data backup solutions, information security controls, and data recovery procedures.
  • At least five (5) years of experience researching emerging technologies and aligning them with Government mission requirements.
  • A minimum of five (5) years of experience in developing instructional and training materials to enable federal personnel to effectively utilize newly developed tools and technologies.
  • At least five (5) years of experience in program or project management; possession of relevant certifications such as Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) is highly desirable.
